Can You Legally Play Magic365 in Quebec?
Quebec, like British Columbia, runs a closed online gambling monopoly. Espacejeux.com is the only licensed platform in the province. Quebec also passed a law in 2016 meant to make internet providers block unlicensed gambling sites. Courts later ruled that law unconstitutional. Whether a specific site loads for you now depends on your own internet provider’s settings, not an active, legally enforced block list.
Bill 74 and site blocking
In May 2016, Quebec passed Bill 74, a budget bill that included provisions requiring internet providers to block unlicensed online gambling sites. Under the plan, Loto-Québec would compile a list of unauthorized sites, the province’s regulator would send it to ISPs, and providers would have 30 days to implement the blocks or face fines of up to $100,000.
Canada’s largest ISPs challenged the law in court. In July 2018, the Quebec Superior Court ruled the ISP-blocking provisions unconstitutional, finding they infringed on the federal government’s exclusive authority over telecommunications. Quebec appealed, and the Quebec Court of Appeal upheld that finding.
As things stand, ISPs aren’t legally required to block offshore gambling sites under Bill 74. The blocking obligation has no legal force after those rulings. Some providers may still apply their own voluntary filtering, so access can vary by ISP. Whether any specific site is currently blocked can’t be confirmed or guaranteed here.
Espacejeux: the only licensed option
Espacejeux.com is run by Loto-Québec, a provincial Crown corporation established in 1969. Loto-Québec conducts and manages all legal gambling in the province: online casino, sports betting and the lottery.
Espacejeux offers Quebec residents 18 and older age-verified access, RACJ-regulated games and betting, the Jeu: aide et référence responsible gambling program, a Loto-Québec self-exclusion system and provincial consumer protections. Quebec’s minimum age of 18 is lower than Ontario’s and BC’s 19, and matches Alberta’s.
Where this casino stands
Magic365 launched in March 2025, operated by Magic Stones N.V. under a Curaçao Gaming Authority licence, OGL/2024/566/0462. It isn’t run by Loto-Québec, isn’t registered with RACJ, and isn’t on any currently enforceable Quebec block list.
No private operator can be licensed to offer online gambling in Quebec; that’s a structural feature of the province’s closed market, the same as in British Columbia. Since Bill 74’s blocking provisions were ruled unconstitutional, there’s no confirmed, legally active block list requiring ISPs to block this or any other specific offshore site. If you find a site doesn’t load, that’s more likely a voluntary filter on your own provider’s network than a legal block.
Is it illegal for me to play?
The same principle applies here as in Ontario, Alberta and BC: Canadian law targets operators, not individual players. Nothing in Quebec’s laws makes it a criminal offence for a resident to place bets at an offshore, unlicensed casino. Bill 74 itself targeted ISPs and operators, not players, and those provisions are no longer enforceable anyway. Playing on offshore sites hasn’t historically been treated as a criminal matter for individual players in Quebec.
So using an offshore casino site isn’t a criminal offence under current law. What you don’t get is RACJ or Loto-Québec’s consumer protections; oversight runs through the offshore operator’s own licence only.
